What the Law Says
California’s Basic Speed Law, Vehicle Code 22350, requires drivers to travel at a speed that is reasonable and prudent for the conditions, regardless of any posted limit. In single-vehicle crashes like this one, investigators routinely examine whether excessive speed for a residential street contributed to a driver losing control. A violation can support a finding of negligence even where no other vehicle was involved.
Vehicle Code 23103 makes it illegal to drive a vehicle with willful or wanton disregard for the safety of persons or property. If investigators determine the driver was speeding, distracted, or impaired before striking the wall on Saticoy Street, that finding could factor into any civil claim arising from the crash. Reckless driving citations are separate from any criminal DUI charges that might also apply.
