Pedestrian Killed Crossing Highway 99 in Fresno, CHP Says
A man died early Friday morning, September 11, 2026, after he was struck while trying to cross the southbound lanes of Highway 99 in Fresno, according to the California Highway Patrol. CHP says the pedestrian entered the freeway on foot and was hit by a passing vehicle in the dark. Emergency crews responded to the scene, but the man could not be saved. The CHP has not released his identity, and the cause of the crash remains under investigation.
CBS47/KSEE24 reported that CHP identified the vehicle involved as a 2017 Chevrolet SUV, and that its driver called 911 at around 5:50 a.m. after striking the pedestrian. The Fresno Bee reported that the man was attempting to cross the highway on foot when he was hit. It is not yet known why he was walking on the freeway, and authorities have not said whether any charges are expected. The CHP’s Fresno area office is asking anyone with information about the crash to call 559-262-0400.

What the Law Says
California Vehicle Code 21954 requires pedestrians outside a marked or unmarked crosswalk to yield the right-of-way to vehicles on the roadway. It does not, however, relieve a driver of the duty to exercise due care for the safety of any pedestrian on the road. Investigators use this statute to help determine how fault is allocated when a pedestrian is struck outside a crosswalk, as CHP says happened in this case.
California Vehicle Code 21960 allows Caltrans and local authorities to prohibit pedestrians, bicyclists and other non-motorized traffic from freeways like Highway 99 because of the extreme danger high-speed traffic poses. Entering a freeway on foot is itself a violation in most stretches where signage bars pedestrian access. This statute is often central to fatal freeway pedestrian cases like this one, alongside questions about driver visibility and speed.
