A 32-year-old Lompoc man died after his Honda Pilot collided with a big-rig truck tractor on Highway 1 near Jalama Road, about 4.5 miles south of Lompoc. The crash happened around 2:20 p.m. and left the highway blocked in both directions for hours while crews worked the scene. The SUV driver was pronounced dead at the scene, while the big-rig driver suffered only minor injuries and declined medical treatment. The California Highway Patrol is still investigating what caused the two vehicles to collide.

According to Noozhawk, the Santa Barbara County Sheriff-Coroner’s Office identified the victim as Victor Uriarte Madrid, 32, of Lompoc. The outlet reported that the big-rig had reportedly jackknifed and was leaking an unknown fluid onto the roadway, and that both lanes of Highway 1 stayed closed between Highway 246 and Highway 101 until around 6:45 p.m. Noozhawk also noted that no other vehicles were involved in the collision. The CHP’s Buellton office is handling the ongoing investigation into the cause of the crash.

What the Law Says

California Vehicle Code Section 22350, the state’s basic speed law, requires every driver to travel at a speed that is reasonable and prudent for the traffic, weather, and roadway conditions present, regardless of the posted limit. Highway 1 near Jalama Road is a rural, high-speed corridor where big rigs and passenger vehicles share narrow lanes, making excessive speed especially dangerous. When a driver’s speed contributes to a crash like the one that killed the Lompoc man, that driver or a negligent trucking company can be held civilly liable for the resulting harm. CHP investigators typically use skid marks and crash reconstruction to determine whether speed was a factor.

California Vehicle Code Section 21703 prohibits a driver from following another vehicle more closely than is reasonable and prudent given the speed of traffic and the condition of the roadway. Big-rig collisions are frequently tied to following distance, since a fully loaded truck tractor needs far more room to stop or maneuver safely than a passenger vehicle like a Honda Pilot. If the ongoing CHP investigation shows either driver violated this following-distance rule before the collision near Jalama Road, that finding could support a negligence claim in a wrongful death case.
