A high-speed crash before dawn on Rosecrans Avenue in Norwalk, California, left one man dead and two women injured after a chain-reaction collision damaged 16 vehicles. The crash happened around 12:52 a.m. on Tuesday, September 1, 2026, when two vehicles traveling eastbound on Rosecrans Avenue near Longworth Avenue collided and rolled over, then struck several more moving cars and a row of vehicles parked along the street. The driver of one of the vehicles was ejected and died at the scene, while two other drivers were taken to a hospital with injuries. Investigators are looking into whether excessive speed or street racing contributed to the crash. Rosecrans Avenue was shut down between Studebaker Road and Harvest Avenue for hours while crews cleared the wreckage.

According to KTLA, the Los Angeles County Sheriff’s Department said the collision set off a chain reaction that struck 11 parked vehicles in addition to the moving cars involved. KTLA reported that investigators have not confirmed street racing was involved, though the extensive damage has fueled speculation among neighbors who say reckless late-night driving is a recurring problem on the street. CBS News Los Angeles reported that the sheriff’s department has made no arrests as the investigation continues. Anyone with information about the crash is asked to contact investigators.

What the Law Says

California Vehicle Code Section 23109 makes it illegal to engage in a speed contest or exhibition of speed on a public street, and courts can treat street racing as a factor of gross negligence when a crash causes injury or death. Investigators in the Norwalk crash are examining whether the vehicles involved were racing before the collision. If street racing is confirmed, everyone who participated in the race — not just the driver who crashed — can potentially be held civilly liable for resulting injuries under California law.

California’s Basic Speed Law, Vehicle Code Section 22350, prohibits driving at a speed greater than is safe for existing conditions, regardless of the posted limit. A driver who loses control at high speed and strikes other vehicles, as happened on Rosecrans Avenue, can be found negligent under this statute even if no formal speed limit was exceeded. This law forms the foundation for civil claims when excessive speed contributes to a multi-vehicle crash.
