A 24-year-old driver was killed Wednesday afternoon in a multi-vehicle crash that shut down southbound Highway 99 near Jahant Road outside Acampo, close to the Sacramento-San Joaquin county line. The collision involved two big rigs and two pickup trucks and forced the California Highway Patrol to close all southbound lanes for nearly 10 hours. Traffic backed up for miles as crews worked to clear the wreckage and address a fluid spill on the roadway. The three other drivers involved were not injured, according to authorities.

According to CBS Sacramento, the crash was reported shortly before 1 p.m. Wednesday, and the freeway did not fully reopen until around 10:40 p.m. CBS Sacramento reported that the victim’s identity had not been released as of Wednesday evening and that the cause of the crash remained under investigation. KCRA Sacramento reported that the closure affected traffic in both Sacramento and San Joaquin counties for nearly 10 hours before lanes reopened.

What the Law Says

California Vehicle Code 21703 prohibits drivers, including commercial truck drivers, from following another vehicle more closely than is reasonable and prudent given speed and traffic conditions. Multi-vehicle pileups on freeways like Highway 99 often involve a following-too-closely violation, particularly when a heavy truck cannot stop in time for slowed or stopped traffic ahead. A violation of this statute can support a finding of negligence in a civil injury or wrongful death claim.

Vehicle Code 22350, the basic speed law, requires drivers to travel at a speed that is reasonable and prudent for existing conditions, regardless of the posted limit. Investigators examining chain-reaction crashes involving big rigs frequently look at whether speed was appropriate for traffic congestion, visibility or roadway hazards. If a truck or passenger vehicle was traveling too fast for conditions, that finding can be central to establishing fault.
