Laredo police have arrested two men in connection with an August street racing crash that tore an SUV in half near downtown Laredo. Authorities say 19-year-old Armando Rodriguez III and 20-year-old Gerardo Velasquez were racing at high speed near the intersection of Houston and San Jorge streets when they struck a Chevrolet Traverse that had run a stop sign. The impact split the SUV apart and left its driver and two others with serious injuries. Both suspects now face felony charges of racing on a highway causing serious bodily injury.

According to KGNS-TV, investigators determined that Rodriguez and Velasquez could not avoid hitting the SUV as it crossed the intersection of Houston and San Jorge streets. The outlet reported that the crash also damaged a nearby business and that one of the injured victims is reportedly still recovering. Police impounded the vehicles involved as evidence, and both drivers remain in custody. The Laredo Police Department says the investigation into the case remains active.

What the Law Says

Texas law makes it illegal to participate in a race, speed competition, or drag race on any public highway or street. A violation that results in serious bodily injury to another person is charged as a state jail felony, punishable by six months to two years in a state jail facility and a fine of up to $10,000. Police may also impound any vehicle used in the offense.

Texas traffic law also requires drivers approaching a stop sign to come to a complete stop and yield to cross traffic before entering an intersection. Investigators in this case say the SUV allegedly failed to stop at the sign, putting the vehicle in the path of the oncoming racers. Failing to obey a stop sign can support a citation and may be weighed when assigning fault in a resulting injury claim.
