Two minors riding an e-bike and an e-scooter were hospitalized with major injuries after a driver struck both of them in Riverside on Tuesday night, according to the Riverside Police Department. Police said the collision was reported at about 7:15 p.m. on Tuesday, Aug. 25, 2026, as the two juveniles traveled south on Mitchell Avenue near Arlington Avenue. A department spokesperson said a motorist traveling west on Arlington Avenue hit both riders.

As reported by KTLA, video from the scene showed the impact shattered the vehicle’s windshield and left a large hole in the center of the glass. The e-scooter ended up wedged beneath the car’s front bumper and the e-bike was found badly damaged near a sidewalk. Both victims were taken to a local hospital with major injuries, police said. Investigators have not released the victims’ ages or any update on their conditions, and officers remained at the scene into the early hours of Wednesday. No arrest, citation or charge has been reported and the cause remains under investigation.

What the Law Says

California Vehicle Code § 22350, the basic speed law, bars anyone from driving faster than is reasonable for the traffic, the weather, the visibility and the condition of the road — and never at a speed that endangers people or property. It applies below the posted limit, which matters at a residential intersection after dark where children on small electric vehicles are part of normal traffic.

California Civil Code § 1714 makes every person responsible for injuries caused by their want of ordinary care. Two points matter for families here. A child’s own conduct is not judged against an adult standard — it is measured against what a reasonably careful child of the same age, experience and intelligence would do. And under California’s pure comparative fault rule, even a rider found partly at fault still recovers, reduced by that share, so an early blame narrative from an insurer is not the end of a claim.
