A person riding an e-bike was killed late Monday night, September 14, 2026, after a collision with a vehicle in El Monte, California. The crash happened around 10:30 p.m. near the intersection of Richwood Avenue and Bryant Road, in the 4100 block of Richwood Avenue. The e-bike rider was pronounced dead at the scene, and the driver of the vehicle remained at the location. The crash adds to mounting concern over e-bike safety across the Los Angeles area, coming just days after a separate police enforcement operation targeting an e-bike takeover on the 6th Street Bridge in downtown Los Angeles.

According to ABC7 Los Angeles, El Monte police were still investigating the crash and had not released the victim’s identity at the time of the outlet’s report. NBC Los Angeles reported that officers remained on scene in the 4100 block of Richwood Avenue past 2:15 a.m., with the victim’s shoes and clothing scattered across the street and the damaged e-bike lying on its side. No arrests had been made, and investigators had not disclosed how the crash occurred. Los Angeles Mayor Karen Bass has separately voiced concern over the growing number of unregulated, homemade minibikes on city streets, saying they “terrify” her because riders often have “no safety guards, no helmets.”

What the Law Says

California’s Three Feet for Safety Act, Vehicle Code 21760, requires drivers to leave at least three feet of clearance when passing a bicycle or e-bike traveling in the same direction, or to slow to a safe speed when that distance isn’t possible. E-bike riders are generally granted the same rights and subject to the same duties as bicyclists under state law. When a motorist fails to provide adequate clearance or yield the right-of-way, the driver can be held liable for the resulting injuries or death.

Under California Code of Civil Procedure 377.60, the surviving family members of a person killed in a traffic collision may bring a wrongful death claim against the at-fault driver. Recoverable damages can include funeral and burial expenses, loss of financial support, and loss of the decedent’s love, companionship and guidance. An experienced attorney can help a grieving family understand their legal options while the police investigation continues.
