The Fresno Bee reported that the Fresno County Coroner’s Office identified the man, and that the CHP said he worked at a federal prison. What the Law Says

California Vehicle Code section 21650 generally requires vehicles to be driven on the right half of the roadway. Driving on the wrong side of a highway can be evidence of a violation that bears on who is at fault in a collision.

Vehicle Code section 22350 is California’s basic speed law: no one may drive faster than is reasonable and prudent for conditions. Allegations of speeding, together with other evidence, can matter in determining fault. When a death results, family members may have rights under California’s wrongful death statute, Code of Civil Procedure 377.60.
